This set is one of the many figures made for the "Extreme Grinch" line. Per the caption, this line was inspired by a subplot in the shooting script, nicknamed "Whovenile Delinquent Grinch", where Martha and the Mayor think back on their teenage years. In the subplot, the Grinch was a rockstar motorcyclist. That part of the script was cut, but these toys have survived.

There's two variants of this figure: one with a red bike, one with a purple bike. Both variants include two spare wheels, two spanners, two screws, and two nuts. As the packaging says, the grinch has a wire inside him, allowing you to pose his arms and legs.
