This set is one of the many figures made for the "Extreme Grinch" line. Per the caption, this line was inspired by a subplot in the shooting script, nicknamed "Whovenile Delinquent Grinch", where Martha and the Mayor think back on their teenage years. In the subplot, the Grinch was a rockstar motorcyclist. That part of the script was cut, but these toys have survived.

This figure comes with two spanners, the scooter, and interchangable wheels, with there being green, blue, yellow, and red wheels. As the packaging says, the grinch has a wire inside him, allowing you to pose his arms and legs.
