This set is one of the two "playsets" released in this line, along side the Who Car. It features two figures: Santa Grinch and Cindy Lou Who, both of whom are not exclusive, and are released in the Who Drum Bike set. The Grinch has 14 points of articulation, where as Cindy has 3 points. Since these two sets have the same figures, it seems like the Who Drum Bike functioned as a less expensive version, so you didn't have to buy the big, expensive sleigh to get Santa Grinch and Cindy. As for the action feature, if you press the handle bars down, the front part of the sleigh lifts up, and the Grinch is shot off of his seat.
